dc.description.abstract A sustainable building has long-term economic benefits including energy efficiency and high return on investment, contributing to occupant health and productivity, and maintaining environmental balance in relation to low carbon material and construction. There is limited understanding of how governments having limited budget can take leadership in practice and policy on sustainable buildings without sacrificing other priorities in the national agenda. This study seeks to explore the challenges and strategies to improve sustainability of Indonesian Public Building within budgetary constraints. The study is based on a critical review of literature. In order to develop a research framework, the paper discusses concepts in sustainable construction and property. Then, this study examines international policy and practice on sustainable public buildings and follows by the identification of challenges and potential policy strategies for sustainability application in Indonesian public buildings. Finally, the paper identifies a research gap to propose an alternative policy strategy to improve sustainability of public buildings such as Public Private Partnerships. en_US
